Delete the issuing Person’s setup run

Requires workforce write and current manage_schedules authority. Closes only the token owner’s setup run in this workspace, attributes the request to its token Actor, then uses existing native conversation cleanup. Saved configuration, schedules and command receipts remain. An absent or foreign ID returns the same idempotent success. A closed run awaiting lease/storage cleanup returns cleanupPending=true and is no longer listed. No publication grant is required.
